Submission to Government: November 2009 - Air Quality Objectives review
On 29 November 2009, together with the School of Public Health and Primary Care of the Chinese University of Hong Kong, the Hong Kong Transition Project of Hong Kong Baptist University, the Centre for Comparative and Public Law of the University of Hong Kong, law firm Oldham, Li and Nie, and the Clean Air Foundation, we submitted a response to the Government's public consultation on the review of Hong Kong's air quality objectives.

This inter-disciplinary submission considers both the law on air pollution, in particular the children's right to health, and the growing body of medical research on the damage air pollution does to child health.  Air pollution is a problem that affects us all, and is a multi-facted problem that calls for a multi-disciplinary understanding.  Each of the organisations has made a contribution to these submissions, and has done so because of their concern as to the effect of air pollution on the children of Hong Kong.  We also submitted the results of our pilot survey of students so that the students' views would also be reflected.

Student Survey (Pilot): November 2009 - How concerned are students about air pollution in Hong Kong?
In order to give the young people of Hong Kong the opportunity to express their opinions about air pollution in Hong Kong, we have developed a pilot survey to find out more about how they feel. We intend to share the results of our survey by submitting them to the Government's public consultation on the review of Hong Kong's Air Quality Objectives.

We have commissioned Professor Michael DeGolyer of Government and International Studies and the Hong Kong Transition Project at Hong Kong Baptist University for the purposes of analysing the results of our pilot survey and future refinement and analysis. Our survey is partially based on Professor DeGolyer's earlier work on 'Silent Epidemic', a public opinion survey on air pollution, environment and public health, and extends it to young people aged 11 - 18 .

Literature Review: December 2009 - Can we protect our health from air pollution?
The focus of our campaign is on the threat air pollution poses to the health of children in Hong Kong.

In order to help develop means and strategies to protect health from air pollution, we have commissioned Professor Wong Tze Wai of the School of Public Health and Primary Care at the Chinese University of Hong Kong to conduct a review of current research on air pollution and health. This review will focus on such research that, for example, evaluates the effectiveness of measures such as the wearing of face masks or the use of respirators in protecting vulnerable groups such as children, against the health effects of air pollution.
